2007 Softball Rules Committee

NATIONAL FEDERATION OF STATE HIGH SCHOOL ASSOCIATIONS 

Cindy Simmons, Chair:  Cindy Simmons is in her fifth year of service as assistant executive director of the Oregon School Activities Association.  She is responsible for softball, volleyball, basketball, swimming and tennis for the OSAA.  Over the years, Cindy has served on several NFHS committees.  Before coming to the state association office, Cindy was a high school educator for 25 years, serving 15 years as an athletic director and 10 years as a teacher and coach.  Simmons' four-year term on the NFHS Softball Rules Committee ends in 2010.

Dennis Crowe – Section 1 (CT, ME, MA, NH, NJ, NY, RI, VT):   Dennis Crowe has been a high school, college and recreation softball umpire since 1976. In addition, he has been a soccer and basketball official for 30 years. He was appointed Maine’s high school softball rules interpreter in 1992. He has been the ASA State Deputy Umpire-In-Chief for more than 15 years. Dennis has been a softball and basketball coach at various levels, including high school, middle school and youth teams. He has been in public education 25 years as a classroom teacher and is currently the director of instructional technology Maine School Administrative District #6. Crowe’s four-year term on the NFHS Softball Rules Committee ends in 2008.

 Joe Welch – Section 2 (DE, DC, KY, MD, OH, PA, VA, WV):  Joe is a 20-plus year umpire in the state of West Virginia. He has been active in fast-pitch softball at many levels: Little League, ASA, high school and the NCAA. Joe has been an ASA Umpire-in-Chief for West Virginia and has umpired NCAA regional tournaments. He is a Vietnam veteran and manages a wholesale automotive business in West Virginia. Welch’s four-year term on the NFHS Softball Rules Committee ends in 2009.

 Wanda R. Gilliland – Section 3 (AL, FL, GA, LA, MS, NC, SC, TN):  Wanda joined the Alabama High School Athletic Association staff as its first female administrator in August 1996 after 16 years as a teacher and coach at Hamilton (Alabama) High School. She works with all phases of the AHSAA program, but her primary responsibilities are with the girls programs. Named state coach of the year in 1990 when her basketball team (31-2) won the Class 5A girls state basketball championship, she compiled a career coaching record of 301-97. She also coached track, softball, and golf and received honors in all three. She has served on the NFHS Basketball Rules Committee as well as the NFHS Spirit Committee. Wanda is presently assistant director of the AHSAA. Gilliland’s four-year term on the NFHS Softball Rules Committee ends in 2010. 

Randy Allen – Section 4 (IL, IN, IA, MI, WI):  Randy Allen is a 30-year umpire in fast-pitch softball. He is currently the softball rules interpreter for the Michigan High School Athletic Association. Randy is a former softball rules interpreter for the Wisconsin Interscholastic Athletic Association. He is an umpire clinician and he edited and authored the first high school Softball Umpire Manual in Wisconsin. He also served on the NFHS Ice Hockey Committee. Allen’s four-year term on the NFHS Softball Rules Committee ends in 2007.

 Jon Kosidowski– Section 5 (KS, MN, MO, NE, ND, SD):  Jon Kosidowski has been umpiring for 44 years with the Minnesota State High School League. He has also officiated football and both boys’ and girls’ basketball during those years, working many state tournaments in all four sports. In 2003, Jon was recognized by the Southeast Minnesota Coaches and Athletic Directors for his outstanding contributions. A 1963 NAIA First Team All-American pitcher and outfielder while playing baseball at Winona State University, he was also named to the National All-Tournament team in both 1962 and 1963. Jon has been serving as a clinician in baseball and softball in Minnesota since 1979. He retired from Winona State University in 2003 after working in student personnel services and admissions for 20 years. Jon has been married for 44 years, has nine children and 14 grandchildren. Kosidowski’s four-year term on the NFHS Softball Rules Committee ends in 2008.

 Becky Steward – Section 6 (AR, CO, NM, OK, TX): Becky Steward is currently in her 30th year of teaching. For the past 15 years, she has been the head coach of the Cabot (Arkansas) High School softball team. Her school was one of the original schools to make the move from slow-pitch to fast-pitch in 1999. She is a former ASA youth district commissioner for the state of Arkansas as well as an umpire. She currently serves on the state softball committee. Steward’s four-year term on the NFHS Softball Rules Committee ends in 2009.

 Lisa Parker – Section 7 (AZ, CA, HI, NV, UT): Lisa has been coaching high school softball for 16 years and coached basketball for eight years.  She is currently in her 24nd year of teaching and her tenth year as an athletic director at Murray High School in Murray, Utah.  Lisa has been involved with fast-pitch at all levels; college, high school, ASA and recreation.  She has been a 4A Utah High School Softball Coaches Association representative. She was named Coach of the Year in 2002 and 2005 by the Utah High School Softball Coaches Association.  She is married and the proud mother of three children. Parker’s four-year term on the NFHS Softball Rules Committee ends in 2010.

 Gary McCarney – Section 8 (AK, ID, MT, OR, WA, WY):  Gary McCarney has been umpiring softball or baseball for the past 31 years. He has been the chief clinician for ASA Softball/High School throughout the state of Idaho for the past 11 years. Gary is the state softball interpreter for Idaho as well as the District #3 High School Softball Commissioner in charge of training and assigning umpires for 39 high schools. He is also the ASA State of Idaho Umpire-in-Chief in charge of training and sending umpires throughout the United States to umpire regional and national softball tournaments. He has been an educator and school counselor for the past 31 years for the Payette School District in Payette, Idaho, as well as being married for 31 years, raising five sons and the proud grandfather of seven grandsons. McCarney’s four-year term on the NFHS Softball Rules Committee ends in 2007.

 Karen Scarseth – NFHS Coaches Association Representative:  Karen Scarseth has been a teacher and softball coach for the past 17 years, with the last 12 years at the varsity level. Since 2004, Scarseth has served on the Softball Advisory Committee of the Wisconsin Interscholastic Athletic Association. From 2001 to 2004, she was a member of the executive board of the Wisconsin Fastpitch Softball Coaches Association and from 2004 to the present she has been president of the Wisconsin Fastpitch Softball Coaches Association. Scarseth’s four-year term on the NFHS Softball Rules Committee ends in 2009.

 Diane Kolb – NFHS Officials Association Representative:  Diane Kolb has been umpiring fast-pitch softball up to the NCAA level for 20 years.  She has been an ASA umpire the past 14 years, completing Advanced School 2005. She umpired three state championships in Washington and served as a trainer for school and ASA fast-pitch softball at all levels. She was married for 32 years and has three grown children. Kolb's four-year term on NFHS Softball Rules Committee ends in 2010.
